Definitions:

Wood Debris

Previously called yard debris, includes lawn, shrub, and tree trimmings, whole trees, and root wads, construction/demolition debris, and pallets.

Excluded from wood debris

Treated lumber, plywood, and painted, stained or finished wood. These items are trash.

Rubble

Heavy, mineral-based materials such as rock, gravel, cement, asphalt, cinder block, brick, sand, glass, and ceramics.

Not accepted within rubble

Organic compounds such as wood, plastics, soil or any metals.


Recycling or Disposal Fee for Specific Items

Rates are based upon estimated costs associated with collecting, handling, processing, hauling, and final disposal fees.

What drives theses rates?

Cart’m operates a unique integrated solid waste transfer station, recycling operation, and reuse-resale store. This situation poses unique financial challenges.

  1. Recycling economics for most commodities are marginal. Revenue does not cover the costs of collecting, handling, and hauling recycled commodities.
  2. Only a drop-off facility is operated so local solid waste or trucking companies must be used for solid waste and recyclables hauling.
  3. A north Tillamook County location translates to higher hauling costs and a larger share of the operating cost as compared to other locations.
  4. Operating costs have been moderately increased by new equipment and related maintenance costs.
  5. Operating costs have been also moderately increased by higher labor costs necessary to attract, retain, and train a work force.
  6. Solid waste hauling and tip fees have increased.
  7. More solid waste has been increasingly diverted to recycling opportunities at costs lower than, equal to or higher than the landfill cost depending on the material. Typically, recycling costs more than the landfill cost.
  8. Cart’m must operate on a responsible long-term fiscal basis by increasing its operating margins to ensure that future capital investments can be made to reduce its cost and improve its productivity.
